Collaborative Housing and Territory: Key Insights from the 2021 National Congress

In June 2021 (16–17), the National Congress on Collaborative Housing and Territory was held online, organized by the UNESCO Chair on Housing at Universitat Rovira i Virgili (URV). The event structured its discussions around four thematic panels: access to housing today, collaborative housing and consumers, taxation of collaborative housing, and territorial cohesion and housing.

The congress brought together more than 50 presentations from 25 universities and institutions, with the participation of over 100 academics and professionals working across the housing ecosystem. It served as a key national forum to explore collaborative housing as a systemic response to current housing and territorial challenges.

Within this framework, María José Anitua participated in Panel 3, “The Taxation of Collaborative Housing”, moderated by Dr. Milenka Villca Pozo (URV). She took part as co-author of the presentation “Tax Optimization in the Empty Homes Collaborative Project”, together with Isabel Vera Azagra (Fundación Arteale), and also acted as a discussant for the paper “Fiscal Measures to Prevent Depopulation”. Her contributions highlighted the role of innovative fiscal approaches in enabling collaborative housing models and supporting territorial sustainability.

María José Anitua’s intervention begins at minute 27 of the video.
